HUD Proposes More Flexible Rules for Multi-Story Manufactured Homes

The U.S. Department of Housing and Urban Development has proposed changes to the definition of a manufactured home that could support more flexible multi-story designs.

Under the proposal, the upper stories of a manufactured home would not necessarily need to remain on a permanent chassis after installation. This could allow manufacturers to develop homes in separate sections, transport them more efficiently and assemble them on site.

The proposal is part of a wider effort to reduce housing costs and expand the supply of factory-built homes. If approved, the change could give manufacturers more freedom to develop compact two-story homes, small multi-unit projects and other designs that make better use of limited land.

The proposal also shows how the manufactured housing sector is moving beyond the traditional image of a single-story mobile home. Buyers and developers are increasingly looking for factory-built products that offer modern layouts, better insulation and long-term comfort.

The rule is still subject to the formal approval process. Project owners will need to confirm local planning, foundation, fire-safety and building requirements before adopting a new design.

For prefab home manufacturers, the direction is clear: transportability remains useful, but design flexibility and permanent-use performance are becoming equally important.
